There have been allegations of various irregularities and controversies regarding the tender (ID No.: 1130639) invited for the supply of MRI, CT scan and X-ray film (Code: 3252105) to Rajshahi MedicalCollege (RMC) Hospital for the fiscal year 2025-26.
Md. Zahidul Islam, the owner of Paragon Enterprise, a contractor company that participated in the tender, has made a written complaint to the Health Advisor. He has also written a complaint to the relevant higher government offices, including the Anti-Corruption Commission (ACC), requesting legal action.

However, the commissioned company Gateway International could not provide any such authorization letter. Gateway International participated in the tender with an authorization letter from a dealer, which is a clear violation of Section 56, Sub-Section 11 and 12 of the Government Procurement Rules PPR-2008. The hospital’s tender committee awarded the work to Gateway International without properly verifying the documents, claimed Paragon Enterprises proprietor Zahidul Islam.
He also said that a total of three contracting companies, including his Paragon Enterprises, participated in this tender. The other two companies are Gateway International and Md. Shahjahan Chowdhury.
Zahidul Islam claimed that the Medi Graphic Trading Limited authorities confirmed that they had given authorization letters only to Paragon Enterprises for Fuji X-ray film. However, the tender evaluation committee did not verify the authenticity of the authorization letter submitted by Gateway International. Gateway International submitted fake documents in the name of approval from a third-party dealer, which the authorities signed a contract with without verifying.
He also said that former fugitive mayor AHM Khairuzzaman Liton and Awami League supporters are still trying to control the hospital through a syndicate. He also demanded that this syndicate should be broken.
When asked, Gateway International owner Sohel Rana said that he spoke to the hospital authorities in this regard. They will be able to explain the matter well.
In response to a question, he said that since they (Paragon Enterprises) had taken authorization from the distributor, I also submitted the authorization letter from the dealer.
In this regard, Rajshahi Medical College Hospital Director Brigadier General FM Shamim Ahmed said that the committee formed in this regard did the work after verifying it. There is no scope for irregularities here. And the lowest bidder got the work.
