The speakers in the human chain said that the Department of Secondary Education should be made independent. A four-tier academic ladder should be created and teachers should be quickly appointed to vacant posts. Promotions should be implemented quickly. Expired projects should be canceled and teachers should be given time scales and selection grades.
The speakers at the human chain also said that if the professional discrimination of teachers is eliminated and the entry level for teachers is made to the ninth grade, the interest in work will increase among teachers and the talented will be attracted to the teaching profession.
